April to September is the east coast dry season, with May to July offering the best mix of clear weather, calm water and manageable crowds. From October to January the northeast monsoon brings rain and rough seas.

Not really — the water is too shallow and sandy. Head to Nilaveli/Pigeon Island for coral.
